Just adopted him is peeing on everything after he comes from outside

Get him neutered will stop this although some dogs it will take a little extra time. And dogs do not "spray " cats do.

Dogs don't spray, cats do. Your dog is either not housebroken or marking territory. If he's not neutered, get it done. Also, use a good housebreaking practice like crate training. Your dog obviously has not earned the run of your house. When you sleep, go out, or can't supervise him then crate him.

Neutering. VERY important and can stop this for you. Putting a body wrap on him in the house would be a temporary option. Any pet supplies store has these.
