To potty train her, take her outside consistently. If she constantly potties in the house, then when you are home, try to take her outside every 30 minutes or so. When you are gone, put her in a te that fits her size well, as most dogs will not potty in their sleeping area, then take her outside immediatley when you get home. It is important to be very consistent when it comes to this. If she potties in the house, do not scold her, she didn't know better, just clean up the mess and try to get a deep cleaner, because if there is even a hint of smell there, she is likely to potty there again. As for the leash manners, try to associate the collar and leash with very positive rewards. Take her collar and loosen it as much as possible, then take a treat and hold it on one side of the collar so she has to stick her head through the collar in order to get the tret. Do not secure the collar the first few times, so she can get comfortable with it. Eventually, tighten the collar and give her another treat, telling her that she is a good girl. For the leash , you can clip it onto her collar and reward her with a treat, a pet, praise, etc. If you have her on a leash, she shouldn't be able to run into your neighbor's yard. If you want the bets behaved dog, give her a lot of excercise so she can get any possibley negative energy out (long walks, trip to the park, throwing a ball, etc.) This should help you for starters.
