Because some people are "ignorant " or unknowing. Some people think puppies will "magically use puppy pads, when that's not true. Puppy pads are marketed at people who seek to "quickly potty train their dog, when potty training takes time, regardless of what method you use. Many people don't know that puppy pads are worthless, they only teach a puppy it's OK to potty in the house, just in certain areas, this often confuses a dog and makes potty training harder and longer for a dog to learn. It's perfectly OK to get puppy pads to help keep a whelping mothers den clean, or to keep a puppies crate dry and sanitary but as far as "potty training a dog ", they are a NO-NO.

Do you want the dog pooping and peeing all over the house, no. It helps them understand the rules were they have to do their business. Not on your bed, sofa, wall etc.

I have no clue, I have never used them before but my roommate uses it with her Pomeranian, she says she's to lazy to take her out every hour so she just buys the pads.

Laziness, no sense of hygiene, those kind of reasons from what I've been able to gather from people.

I have always thought puppy pads were used because the dog's owner was too lazy to take the dog outside.

I never use puppy pads, they are disgusting and just a very lazy way to train a puppy.

Using a puppy pad outside of a crate for potty training is flat wrong. Now if you are on a limited supply of general cleaning supplies, a puppy pad comes in handy for soaking the urine up quickly off of the carpet as well as in the crate to help keep it clean. This is just the way I have used them, something that is easy to grab in a pinch, can be tossed, and in the crate ONLY.
